About Groundswell for Water and Housing Justice

Groundswell is a statewide coalition of civil rights advocates, clergy, civic leaders, labor unions, infrastructure developers, and affordable housing organizations who are united around a common cause: equitable water access. Our mission is to ensure that the climate crisis and water scarcity do not disproportionately harm the Black, Brown, Indigenous, and rural communities of California.

We advocate for:

• New water supply development

• Expanded water storage capacity

• Ensuring quality drinking water is available to all communities

• Accelerated conveyance projects to the communities that need water the most

We believe that relying solely on conservation mandates and rising water rates places an unjust burden on communities already facing economic hardship.
